Do you have to be a liar to sell coal?

August 25, Jim Hoggan of DeSmogBlog reported:

"The Federation for American Coal, Energy and Security (FACES of Coal)." the latest "grassroots" organization to join the public conversation on behalf of the coal industry, appears to be a project of the K-Street public relations firm, the Adfero Group, one of industry's most accommodating voices in Washington, D.C.

The FACES website, which includes no contact information, is registered to Adfero.

His post included a screenshot of the website showing a the owner of a flower shop with copy about how coal boosted the economy. I've included it at the bottom of this post.

Then, August 26, at 9:50 PM, folks on the Friends of the Mountains list received an email from Jamie Goodman at Appalachian Voices referenced, "buying 'grassroots' coal group members on stock photo websites!" She listed three links to the Faces of Coal website along with corresponding royalty-free photos from IStockphotos.com.
Don't you love it when you can find ready-made members on a stock photography website?...Couldn't find the rest as easily, but i know they are there. Can smell an iStock photo from a mile off.
For instance, the above screenshot from the website shows a group of folks with the caption:

Except, that actually they're from a stock photo labeled "Group of adult students standing in campus corridor."

So I was really happy to see the story had made it to Rachel Maddow Show August 27.
And when Brad Johnson of Grist and the Wonk Room posted his research on the ad company behind the shenanigans on August 28. It seems that Adfero Group spun off its online communications arm as Fireside 21. And then, Adfero
stopped hosting the FACES site, transferring it to Liquid Web hosting, a Lansing, MI company.
Like tossing the hot potato of coal is supposed to confuse us? Of course, Maddow's report on the FACES of Coal was just her latest coverage of coal lies. August 4 and 5, she had featured Bonner & Associates and how the company said it had made a "mistake" and forged letters from local minority rights groups opposing the ACES climate bill to Charlottesville U.S. Congressman Tom Perriello. From August 4th, when her main topic was the astroturf groups organized to disrupt Town Halls on health care:

Let me give you another example of what's being passed off as politics right now by lobbying interests on the political right.

When the climate change bill came before the House last month, the Democratic congressman named Tom Perriello of Virginia received a letter purportedly from a nonprofit Hispanic group in his district, and the letter urged him to oppose the cap-and-trade legislation. He received similar letters from what were purportedly his local branches of the NAACP. Only, these letters weren't actually from that Hispanic group in his district or the NAACP. A Republican lobbying firm in Washington has admitted to impersonating those local nonprofits and sending Congressman Perriello fake letters to get him to oppose the climate change legislation.

Congress is now investigating this incident.

This is a lobbying firm. This is the establishment. This isn't a lone nutjob passing himself of as a group he doesn't belong to. This is well-paid lobbyists doing this as a strategy.

I had sent July 31 tweet alerting Maddow to Brian McNeill's story in the Charlottesville Daily Progress that date breaking news of the skulduggery, but who knows how she came by it.

The latest on Bonner is a hoot, too. August 28, Justin Elliot of Talking Points Memo revealed that Bonner had now announced an ethics policy preventing forged letters. So, we're going to have "clean" astroturf. Come on. Deception is Bonner's middle name. Jack Bonner told the WaPo for a 8/23/94 story that
if you’ve got the money and need some ‘regular people’ to flog your issue, Bonner will find them for you.
And there's more, of course. See the annotated list which hink Progress researcher Victor Zapanta compiled on July 31, 2009. And in the irony of ironies, the American Coalition for Clean Coal Electricity, the coal group which hired Bonner, has dispatched Bonner for its impropriety, according to Amy Harder's August 21 article in the National Journal.
ACCCE did nothing wrong. Looking back, there would be many things we would do differently.
Keep in mind the group knew of the forged letters June 24, before the climate bill came up for a vote. That's long before the story broke and did nothing at the time, according to its own background information supplied for the Congressional investigation:
Based upon information ACCCE received from the Hawthorn Group, it was Bonner and Associates’ own internal process that identified these falsified letters and it was Mr. Bonner who first brought this to the attention of the Hawthorn Group. ACCCE was then made aware of the situation by Hawthorn on June 24, 2009.

In that discussion, we were assured by Hawthorn that senior management with Bonner and Associates had committed to making personal contacts with the affected organizations and the congressional offices who received falsified letters. Throughout this process, ACCCE has been told that Bonner and Associates had made contacts with the affected organizations and was continuing to make contacts with congressional offices. It was only by reading last Friday’s media accounts that we learned that these matters had not been satisfactorily resolved.
Maddow summed it up on August 27:
You know, when the coal industry‘s P.R. firm stole letterhead from the NAACP and use it to write letters to Congress, to make it look the NAACP was against cap-and-trade, political science textbooks all across the country had to be scrapped and rewritten to account for the new, most blatant, fake grassroots corporate P.R. effort ever. Eventually we‘ll just scrap political science textbooks altogether and just send everyone to advertising school instead.

Clean Coal = Greenwash

DeSmog Project, Rainforest Action Network and Greenpeace USA have teamed up to shed light on the coal industry's attempts to shape public opinion through their website, Coal is Dirty.
The May 31 entry, while not aspiring for balance, documents a pr campaign which has included the funding of the presidential debates.

I was able to find the Business Wire announcement, "New Multi-Industry Coalition Aligns to Advocate Energy Security and Environmental Stewardship:"

More than 40 leading U.S. companies from the electricity generation, transportation, coal production, energy technology, and equipment manufacturing industries have aligned to create the American Coalition for Clean Coal Electricity (ACCCE)...support public policies...[that]advance environmental improvement, economic prosperity, and energy security.

House Mining Safety Bill Passes January 16

In "Coal: $35 million in Astroturfing," my friend, Clem who blogs with me over at West Virginia Blue, posted about about Steven Mufson January 18 WaPo story, "Coal Industry Plugs Into the Campaign" concerning the coal industry group, Americans for Balanced Energy Choices which is spending that amount
in primary and caucus states to rally public support for coal-fired electricity and to fuel opposition to legislation that Congress is crafting to slow climate change.
He aslo pointed out a long blog post of the same name by A Siegel at EnergySmart. I thought I'd add something about another such group, the National Mining Association's (NMA) ACT for Mining and George Miller (D-CA)'s "Supplemental Mine Improvement and New Emergency Response Act" or S-MINER (H.R. 2768) which passed the House January 16 by a vote of 214 to 199.

Our "friends" at the NMA took the position that Mr. Miller was
pushing a new "mine safety" bill even before the mining community has had a chance to fully implement the bipartisan Mine Improvement and New Emergency Response (MINER) Act. The House is set to vote on Jan. 16 on the Supplemental-MINER Act (H.R. 2768), a bill that would impose new, unnecessary regulations on both hardrock and coal mining operations that will do nothing to improve mine safety. Passage of this new legislation could possibly idle or close mines and have unintended, adverse effects on mine safety.

NMA sent out multiple alerts urging their supporters to call or e-mail their House members and ask them to vote against the bill. So what was the reaction to what it termed a "narrow" passage? In a new alert NMA wrote,

The 199 votes cast in opposition are substantially more than the 145 votes needed to sustain a threatened presidential veto, should one ultimately be necessary. This action also will likely diminish interest in Senate consideration of H.R. 2768, in essence, stopping the progress of this bad bill.
They're now urging that we write to thank the 199, which includes the following 16 Democrats:

  • Boyd (FL)
  • Boyda (KS)
  • Cramer (AL)
  • Cuellar and Lampson (TX)
  • Melancon
  • Davis (TN)

My gut reaction is, instead, to ask our friends in their home states to curse them out (all right, to ask why they voted that way, express disappointment, look up the rest of their record to determine if it's problematic, and if so, work to get a more progressive Democrat elected in the next primary and General Election). Then, write to thank those who voted for the bill. Reactions? I know I've had one reader today from Whitewater, KS or thereabouts and several in TX. Could you help those of us who live in Appalachia?

Shelley Moore Capito of WV was one of only 7 Republicans to vote for the bill. The others were:
Spencer Bachus (AL), Wayne Gilchrest (MD), Sam Graves (MO), Frank LoBiondo (NJ), Chris Shays (CT) and Chris Smith (NJ).

Before the vote, the bill's sponsor, George Miller offered an amendment to provide

the mining industry with more time to install a new generation of fire-resistant conveyor belts,


as well as funds for the the Mine Safety and Health Administration (MSHA) to purchase
a new generation of dust monitoring devices to limit black lung disease, and ensure that breathable air requirements of the MINER Act of 2006 are properly implemented.
In addition, the amendment requires that the Secretary of Labor to
conduct a study on substance abuse by miners with recommendations for policy changes, in consultation with all interested parties. The Secretary shall report the findings within six months of the bill's enactment and, if she deems it feasible and effective, shall be authorized to establish a miner substance abuse testing, rehabilitation, and treatment program within MSHA in consultation with the interested parties.

Our Congressman, Rick Boucher (D) offered an amendment to provide ten million dollars for
grants to provide rehabilitation services to current and former miners suffering from mental health impairments, including drug addiction and substance abuse issues, which may have been caused or exacerbated by their work as miners.

Brad Elsworth (D-IN) offered an amendment to relieve mine operators

that have been assessed penalties and pay them in a timely fashion. It also establishes a trust fund within Treasury, composed of mine safety civil penalties. Funds from the trust fund can be used for mine safety inspections and investigations only.


All these amendments passed.

Meanwhile although there are exactly zero underground mines in SC (I looked it up--the Census Bureau's 1997 Economic Census on Mining for South Carolina page 13), and the pit mining there seems to be gravel and sand and clay (page 12), Joe Wilson (R-SC) who represents the second district which comprises the midlands of Columbia down to Hilton Head Island submitted an amendment in the nature of a substitute to:
promote the continued robust implementation of the 2006 MINER Act.
Then, after that motion failed and the bill passed Mark Souder (R-IN) tried to get the matter returned to committee, but failed.

RMI's Founder Amory Lovins Takes on Nuke Industry Astroturfer Patrick Moore

I wrote in "More about Nuclear Astroturf" May 15, 2006 about Patrick Moore, a former Greenpeace member who now shills for the nuclear energy industry. Moore co-leads its trade group's astroturf group, the Nuclear Energy Istitute's Clean and Safe Energy Coalition, along with Christie Todd Whitman.

Now, I'm happy to report that physicist Amory Lovins (bio), Jimmy Carter's energy secretary and McArthur award winner, has taken on Moore's questionable statisitics in yesterday's Toronto Star in Lovins Q&A by energy reporter Tyler Hamilton. Hamilton asked specifically about Moore's position that large-scale adoption of new nuclear technology is the only way to avert global warming.

I think he's not well informed about energy alternatives and I hope he will become so. I've spoken with Patrick at some length, for example, about variability of wind. He thinks it's a serious problem, and he didn't realize there's a lot of empirical and analytic evidence that shows it's not a problem.

There's a more fundamental issue here, though, and that's about economics. Nuclear plants directly emit no carbon dioxide, although they have some inherent in their construction and operations from other parts of the fuel cycle. I'm prepared to ignore that indirect CO2 emission. However, because I agree with Patrick that climate is a very serious problem, I think we need the most solution per dollar and the most solution per year. If you go to the December 2005 issue of Nuclear Engineering International, you'll find a paper called `Mighty Mice' that summarizes an economic analysis. What that analysis shows from the best empirical data available last year, is if you spent 10 cents (U.S.) to make and deliver a new nuclear kilowatt-hour — notice I said deliver, so that's at your meter — you can displace 1 kilowatt-hour of coal power. That's what Patrick is talking about. And it might seem like a good idea until you look at the competitors.

If you spend the same 10 cents (U.S.) instead on micropower or efficient use, you get two to 10 times as much coal displacement for the same money, because those options are cheaper — you get more per dollar. They're also faster, so you get more carbon displacement, coal displacement, per year.

Lovins explained the cost of nuclear energy:
The balance is tilted somewhat against nuclear lately because the promised low costs already have failed to materialize for next-generation light water reactors. The Finnish plant is a good example. About a year into construction they're already a year behind schedule and getting more so. They're in serious trouble with the safety regulator, and it's already destroyed AREVA's and Siemen's nuclear profits for the year. They've made already a 1.5 to 2 billion (Euro) allowance on their books for cost overruns, and I don't think that's anywhere near the end of the story. It's driven them right into the ditch. Just look at the recent press release on their quarterly earnings. I suspect that if Canada tries to build another reactor it will have a similar experience.

Lovins added,

If you believe as I do that climate change is a serious problem, then make sure you buy the resources that will save the most carbon per dollar per year, because otherwise you're making things worse. If you buy a nuclear plant instead of cheaper efficiency and micropower, you're getting less solution per dollar, less solution per year, and therefore reducing and retarding climate protection.

There's lots of other good information in the article. Lovins compared nuclear energy with conservation:

Nuclear costs too much and it has excessive financial risk. In no new nuclear project around the world is there a penny of private capital at risk. Contrast that with how the competitors are doing. The first and the cheapest one is efficient use of electricity. ...Contrary to the common supposition of diminishing returns and an exhaustible efficiency resource, the actual potential savings keep getting bigger and cheaper, because the technology is continuing to improve faster than we use it. The low-hanging fruit is still mushing up around our ankles but the tree keep growing more fruit and dropping it on our heads. What part of this don't we understand?

About three-quarters of all electricity we use in North America can be saved cheaper than just running a coal or nuclear plant and delivering its power, even if the capital costs of the plant were zero. It's interesting that California, the single biggest market in North America, has held it's per capita use of electricity flat for 30 years. And some places... like Vermont, are actually sending that number downwards, because they're saving electricity faster than their economy and population are growing. But we don't have comprehensive, accurate measurements of how much electricity is being saved. We just know it's a big number, and we know it's still a tiny fraction of how much efficiency is available and worth buying.

Then he talked about other, less risky competitors to nuclear.

The two competing sources that are easy to measure are collectively called micropower — not central plants, but more distributed capacity that's at or near the customers, or at least comes in more decentralized, diversified form. Micropower is providing now between one-sixth and over half of all electricity in 13 industrial countries. Denmark is the leader with about 53 per cent last year. You'll notice this does not count big hydro. If we don't count any hydro above 10 megawatts, then the added micropower capacity last year in the world was 41 gigawatts, compared to 3.7 gigawatts for all kinds of nuclear — none of which was a CANDU (technology)."

There are two kinds of micropower. One is co-gen and combined heat and power. That was about two-thirds of the new capacity and three-quarters of the new electricity last year. The rest was distributed or decentralized renewables, which was a $38 billion U.S. global market last year for selling equipment. That's wind, solar, geothermal, small hydro and biomass. So the overall numbers are quite impressive. Micropower surpassed nuclear power in worldwide installed capacity in 2002, and surpassed nuclear in electricity generated per year just in the last few months. But more interesting is market share — micropower provided a sixth of the world's total electricity last year. Micropower last year provided 32 per cent of the world's new electricity and 16 per cent of the world's total electricity; nuclear last year provided respectively 8 per cent of the new and 16 per cent of the total. In terms of electricity generated, micropower last year had four times nuclear's market share, and it added 11-times as much capacity as nuclear, or 8 times as much if you don't count standby and peaking units, but you should.

Lovins also talked about the capacity of renewables, such as wind and solar, and their capacity to replace the baseload power that comes from nuclear plants.

The variability of sun, wind and so on, turns out to be a non-problem if you do several sensible things. One is to diversify your renewables by technology, so that weather conditions bad for one kind are good for another. Second, you diversify by site so they're not all subject to the same weather pattern at the same time because they're in the same place. Third, you use standard weather forecasting techniques to forecast wind, sun and rain, and of course hydro operators do this right now. Fourth, you integrate all your resources — supply side and demand side — so for example, in the Pacific Northwest, where we're rich in hydropower, for 0.6 cents (U.S.) per kilowatt-hour the Bonneville Power Administration will firm your wind power. That is, they combine your wind with their hydro and open and close the valves on the dams so that whenever the wind is not blowing and you need the power you can dispatch hydro instead on a firm contractual basis.

In places that don't have surplus or adequate hydropower, it's becoming equally straightforward and much cheaper to back up your wind from a virtual peaker drawn from load management. Like, for example, turning off your water heater for 15 minutes — you won't even know it's happening. That's done automatically, and the power that was going to go into your water heat instead backs up the wind. You can do other kinds of storage as well. For less than 1 cent (U.S.) per kilowatt-hour, you can store bulk electricity as compressed air in a salt cavern. Typically it's much cheaper to manage loads on the demand side than to store electricity on the supply side. But in a grid that is hydro rich, and with an end-use structure that is as inefficient and has as much space in water heating with electricity as you have in Ontario, it's really very straightforward to have large amounts of variable renewables without in any way comprising reliability. It's also worth bearing in mind that although wind and photovoltaics are quite variable, geothermal, biomass and small hydro are not. So you can't even apply this issue to a lot of renewables that are big in the marketplace.

Hamilton asked if Ontario could realistically phase out both coal and nuclear plants in the next twenty years. Lovins replied,

I think it would require a much more aggressive commitment to doing the cheapest things first, especially for modern, end-use efficiency. For example, I'm talking to you from a building at 2,200 metres in the Rockies where it can go to minus 44 C -- you can get frost on any day of the year and you can get 39 days of continuous mid-winter cloud. In the middle of my house I've harvested so far 28 banana crops with no heating system, and it's cheaper to build that way because super insulation and super windows and air-to-air heat exchangers add less to the construction cost than what you take off the construction cost by not needing a heating system. So the house was about $1,100 (U.S.) cheaper to build with good comfort but no heating system.

Hamilton asked about the reliance of micropower, such as co-generation, on natural gas and its effect on CO2 emissions. Lovins explained,

Two-thirds of the co-gen in the world is gas-fired, but both because gas is less carbon-intensive than coal and because you're displacing a separate power plant and boiler or furnace with one unit that's much more efficient overall, you save carbon. Altogether counting the gas-fired and all the other co-gen around the world, you're saving at least half the carbon compared to what it replaces. So yes, I'm making proper allowance for the carbon that does come out of the co-gen and counting the measured cost of the renewables. In fact, I'm counting a wind cost that is over twice as big as the cheapest wind farms built lately. And I'm counting all the cost of making the renewables, like wind, fully dispatchable. So it's an entirely apples-to-apples comparison, and I've done it on a consistent accounting basis but made sure I used assumptions that were favourable to nuclear and other central stations.

Hamilton asked about whether micropower could power plug-in hybrids or all-electric cars.

[I]n the right circumstances it can be an attractive option. The amount of electricity required is quite modest, and it would be at night so wouldn't add to peak capacity requirements. And the electricity needed is a very small fraction of what can be saved running existing thermal stations. So for relatively short trips, shaving into medium trips as batteries get cheaper, this could be an attractive option. It will, of course, have to compete with efficient fuelled hybrid, including biofueled hybrids, and ultra-lights that further double efficiency.

Lovins general philophy is an end to corporate welfare.

Let electricity and energy compete fairly at honest prices regardless of which kind they are — savings or production — or what technology they use, or how big they are, or where they are, or who owns them. If we did that, we certainly wouldn't order more nuclear plants and we'd be phasing out the existing coal and nuclear plants because it's cheaper not to run them than to run them.

He would also align the interest of providers and consumers as an incentive for conservation.

I would make sure that the distributors of electricity and gas...are rewarded for cutting your bill, not for selling you more energy. This could be done by well-understood techniques that decouple profits from sales volumes so the distributors are not rewarded for selling more, nor penalized for selling less. Then I would let them keep as extra profit part of what they save the customer, so that the providers' and customers' interests are fully aligned. The lack of this well-understood reform is the biggest obstacle to using electricity in a way that saves money.

Lovins concluded by talking about the current investments trends in the private sector:

I find it very instructive that essentially all of the efficiency in micropower being bought in the world is financed by private risk capital, but I can't find a single new nuclear project on earth that has a penny of private capital at risk. So what does this tell us? I think it tells us that investors perceive higher cost and higher financial risk in nuclear. They find that unacceptable, and they're buying the other stuff instead. The clean energy space, worldwide, is getting $63 billion (U.S.) of investment this year. Why is that? Why is nuclear struggling to find single orders, scouring the earth for them, and they're all ordered by central planners and largely supported by the public purse; whereas vendors of the competing technologies, which already have four times the energy market share and 11 times the capacity, they are finding it hard to keep up with the explosive growth in their businesses.

In August 2005 the U.S. passed a new law offering on top of the existing nuclear subsidies, further subsidies of around 4 or 5 cents a kilowatt-hour, which equals the entire capital cost of the next six units to be ordered, if any. What was the market's response to this? Well, Standard & Poor's promptly put out two reports saying that even this massive intervention would not materially improve the credit ratings of the builders. In other words, even paying for the whole construction of the plant has the same effect of defibrillating a corpse — it will jump but it won't revive. This technology has died with an incurable attack of market forces. I'm sorry — it was done with good intentions, a lot of talented people devoted their careers to it, but like Betamax it lost out in a competitive market. Other better, cheaper stuff got to the customers first. By now, probably less than half of the world market in new electrical services is being met by any kind of central thermal power station. So let's wake up, look at the data, and make sure we count both halves of the market; not just competition between traditional central thermal plants, but also how they are being rapidly displaced by faster, cheaper and more benign alternatives.

If the public authority is doing the opposite of what the private market is doing, should that ring your alarm bells? It sure does for me.... [Is] electricity...such an immature sector that central planners' choices should be preferred to those of private capitalists.... The word `risky' is a tip-off that the people who would benefit from the choice proposed want to put their hand in your pocket again, and don't want you to notice that the private market is choosing better buys than what your local central planners are proposing.

Our strategy integrates four technological ways to displace oil: using oil twice as efficiently, then substituting biofuels, saved natural gas, and, optionally, hydrogen. Fully applying today’s best efficiency technologies in a doubled-GDP 2025 economy would save half the projected U.S. oil use at half its forecast cost per barrel. Non-oil substitutes for the remaining consumption would also cost less than oil.

RMI also maintains a blog, on which I found a link to "My Big Biofuels Bet," by venture capitalist Vinod Khosla in the October 2006 Wired. Khosla has invested in a Nebraska blant that uses cow manure to produce the electricity needed to produce ethanol and to fertilize the cornfields. This will improve the energy-balance of corn-based ethanol, reduce greenhouse gas emissions from the farm, and pave the way for further development of cellulosic ethanol, such as produced in Brazil, which has proved to be even more energy efficient. To keep up on alternative energy, another interesting site is the Alternative Energy Action Network cofounded by Arthur Smith. May 17-19, 2006, the Nuclear Energy Institute (NEI) holds its annual conference, The Nuclear Energy Assembly in San Francisco. It’s theme? Buzz2Build: Turning Promise into Power. The promotional information on the website says, “The outlook for nuclear energy in the United States has never been brighter. Nine consortia or companies are preparing licenses for as many as 20 reactors. The number of reactors with renewed licenses continues to rise, and existing nuclear plants are sustaining record levels of safety and performance.

At one time, in its background paper, "Nuclear Energy: No Solution to Climate Change,” Greenpeace was predicting the demise of nuclear energy.

The nuclear industry is in near-terminal decline world-wide, following its failure to establish itself as a clean, cheap, safe or reliable energy source. The on-going crisis in nuclear waste management, in safety and in economic costs have severely undermined the industry’s credibility.

The paper is undated, but the sources cited date back to the late 1990’s. So, what happened in less than ten year’s time? Could it be the nuclear energy industry's persuation of the federal government to establish Nuclear Power 2010 (NP 2010), unveiled in 2002 as a private industry-government “cost-shared effort," mentioned in my May 10 entry, Nuclear Energy Is Now Clean and Safe?

The NEI's Clean and Safe Energy Coalition, which I wrote about that date, is headed by former Environmental Protection Agency (EPA), director Christine Todd Whitman and Greenpeace co-founder Patrick Moore. Not only are these two ex-environmental leaders. Some have argued that they are ex-environmentalists trading their credentials for money to improve the images of known polluters.

After Whitman left the EPA on May 21, 2003, she founded a public relations firm, Whitman Strategy Group. On December 16, 2004, the Washington Post reported,

Whitman actually found herself last month lobbying her former Cabinet colleague Interior Secretary Gale A. Norton on behalf of Citgo Petroleum Corp., which wants federal protection to preserve Petty's Island, N.J., which it owns.

But, according to Sourcewatch.org's article on the Whitman Strategy group

the firm's first ongoing client was FMC Corporation, ‘a chemical company negotiating with the EPA over the cleanup of arsenic-contaminated soil at a factory near Buffalo, N.Y.’ In a May 2005 interview, Whitman said she had not worked directly with FMC, but would likely advise them on ‘how to improve their image’ and gain ‘access to the people they need to speak to.’ FMC ‘"is responsible for 136 Superfund sites across the country ... and has been subject to 47 EPA enforcement actions.’

But Whitman had always been a market forces sort of “environmentalist.” Perhaps that is why his former colleagues are more dismayed with Patrick Moore. After leaving Greenpeace in 1986, Moore founded the public relations firm, Greenspirit Strategies, Ltd.. According to its website, Moore has spoken out in favor of pesticides, salmon farming, poly-vinyl chloride (PVC) and genetic egineering. Oh and of course, nuclear energy.

Usually he trots out his role with Greenpeace without mentioning his current status as a paid spokeman for the industries involved. For some of the details, look at his website and at Eco-Traitor, Drake Bennett’s March 2004 article in Wired. . Also take a look Sourcewatch.org's article.

Even those who support nuclear power argue that Moore has done the industry no favor by overstating the case. On April 16, in his work for the Clean and Safe Energy Coalition, I'd assume, Moore wrote a piece published by the Washington Post, "Going Nuclear: A Green Makes the Case."

In an op-ed, "Wasted Energy," published in the April 18, 2006 New Republic Online, Michael A. Levi responded that Moore had undercut his arguments

with a series of false assertions and slippery arguments. These credibility-damaging tendencies hurt the real case for nuclear power.

A fellow for science and technology at the Council on Foreign Relations, his bio there state that Levi's

interests center on the intersection of science, technology, and foreign policy; he is an expert on arms control and nonproliferation, nuclear and radiological weapons, and science and technology in the Islamic world.

Before joining the Council, Dr. Levi was a nonresident science fellow (2004-2006) and a science and technology fellow (2003-2004) in foreign policy studies at the Brookings Institution. Prior to that, he was director (2002-2003) and deputy director (2001) of the Federation of American Scientists’ flagship Strategic Security Project.

In other words, Levi knows a whole lot more about nuclear energy than I do and he's not necessarily against it. I think that makes a look at his critique especially instructive with regard to the claims made by the coaltion and the Nuclear Energy Institute. For instance, Moore claims that nuclear power is inexpensive. Levi responds,

While literally true, that’s a specious claim. The marginal cost of producing an additional kilowatt-hour of nuclear power using existing plants is indeed less than two pennies. But that ignores the capital costs involved in building nuclear power plants, which exceed the costs of building coal-fired facilities. Including those expenses, an MIT report (which made an honest argument for nuclear power) prices nuclear at 6.7 cents per kilowatt-hour, in contrast with only 4.2 cents for coal, nearly 40 percent lower. To be logically consistent, Moore would also have to believe that buying a house is always cheaper than renting (because property taxes and maintenance cost less than rent) and that owning a car is always cheaper than riding a bus (because gas costs less than bus fare).

Regarding Moore's implications that nuclear waste becomes safe, Levi writes,

even that reduced radioactivity still makes waste disposal difficult and costly.

Levi maintains that Moore's claim that recycling nuclear waste will reduce the amount that needs treatment and disposal is "misleading."

First, it is cheaper to simply mine and use new uranium than to extract the remaining “95 percent of the potential energy” Moore refers to. More importantly, recycling used fuel does little to cut down the volume of nuclear waste. When the remaining “potential energy”—locked up in uranium and plutonium—is extracted from used nuclear fuel, the bulk of the radioactivity in that nuclear fuel remains. As a result, that material must still be protected in large, radiation-shielding casks—and disposed of, meaning that the waste problem does not disappear.

Levi also responds to Moore's minimizing the threats of nuclear terrorism. Moore

weakens his case by completely ignoring the main claim made by serious skeptics: The pools containing spent nuclear fuel, which sit outside the concrete containment domes, may be vulnerable to attack.

Levi argues that Moore fails to treat seriously the question of whether nuclear power can be diverted to make weapons. Moore

notes that “If we banned everything that can be used to kill people, we would never have harnessed fire.” That’s true, but the question here isn’t whether nuclear power is dangerous; it’s whether the dangers associated with it outweigh the benefits it entails. Simply because fire had greater potential for good than harm does not mean that the same is true for nuclear power.

Levi concludes,

the greatest political barrier to nuclear energy is public skepticism. And so, as the pro-nuclear crowd attempts to build credibility, exaggeration is the last thing it needs.

Greenpeace goes further that Levi. In that background paper I linked to at the top of this entry, the group says that in

even the most perfunctory examination of the issue shows that nuclear power has no role whatever in tackling global climate change. In fact quite the opposite is true; any resources expended on attempting to advance nuclear power as a viable solution would inevitably detract from genuine measures to reduce the threat of global warming.

Nuclear Energy Is Now Clean and Safe?

May 9, the Nuclear Energy Insitute agreed to voluntarily monitor radiation leaks into groundwater. David Lochbaum, director of the Nuclear Safety Project for the Union of Concerned Scientists and leaders of 32 other environmental groups had on January 25, 2006 filed a petition accepted by the Nuclear Regulatory Commission (NRC) to require nuclear reactor operators to provide information on their programs to detect the potential release of water contaminated with radioactive materials. The NRC had formed a task force which resulted in the NEI's reaction.

NEI is the same organization behind the Clean and Safe Energy Coaltion launched April 24. In the April 25 New York Times article, "Ex-Environmentalists Tout Nuclear Power," Matthew L. Wald had wrote that while the Clean and Safe Energy Coaltion depicted itself as a grass-roots advocacy group, a spokesman for

the Nuclear Energy Institute, the trade association of reactor operators, acknowledged that it was providing all of the financing, but would not say what the budget was.

I discovered the new astroturf group when I was in Charlottesville last weekend and read John Borgmeyer's article "The greening of nuclear power" in the May 2-9 C'ville.

The naming of the coalition mirrors language used in 1989 by the International Solar Energy Society, as well as that in Bush's 2006 State of the Union message in announcing the Advanced Energy Initiative

a 22-percent increase in clean-energy research -- at the Department of Energy, to push for breakthroughs in two vital areas. To change how we power our homes and offices, we will invest more in zero-emission coal-fired plants, revolutionary solar and wind technologies, and clean, safe nuclear energy.

Actually, according to an preliminary analysis by the American Association for the Advancement of Science, the nuclear research portion of that initiative would reflect a 40% increase.

The Department of Energy's section in the 2007 budget includes $54 million in 2007 for the Nuclear Power 2010 (NP 2010) unveiled in 2002 as a private industry-government

cost-shared effort to identify sites for new nuclear power plants, develop and bring to market advanced nuclear plant technologies, evaluate the business case for building new nuclear power plants, and demonstrate untested regulatory processes leading to an industry decision in the next few years to seek Nuclear Regulatory Commission (NRC) approval to build and operate at least one new advanced nuclear power plant in the United States.

In February 2004, the Department of Energy teamed up with the electric power industry to issue its Strategic Plan for Light Water Reactor Research and Development .

Ironically, the launch came as an international conference, Chernobyl + 20 convened April 22-25 in Kyiv, Ukraine. The April 26, 1986 Chernobyl disaster reminded people of the dangers of nuclear power, as had the Three Mile Island melt down about 100 miles west of Philadelphia on March 28, 1979. And there have been lesser known problems which led to the aforementioned petition.

In his C'ville article, Borgmeyer writes,

The public relations blitz comes as the Bush Administration plans to jump-start America’s nuclear industry. In August 2005, Bush signed an energy bill that kicks the nuclear power industry a reported $12 million to add to the 103 nuclear plants currently operating in the United States. Around the same time, the Nuclear Regulatory Commission changed its rules to streamline the approval process for new nuclear plants.

Richmond-based Dominion Energy, Inc. is the first company to take advantage of these recent federal incentives. As Dominion seeks approval for two new nuclear reactors on Lake Anna in Louisa County—just 30 miles east of Char-lottesville—the company is trying to recast nukes as the healthy choice for an eco-conscious America.

Ironically, to place it in its best light, the federal government's official information site reports that while the Bush administration has supported nuclear expansion, as of

October 31, 2005, however, no U.S. nuclear company has yet applied for a new construction permit.

To the contrary, the Blue Ridge Environmental Defense League, in its February 27, 2004 fact sheet, "New Nuclear Power Plants in Virginia? Dominioin Power Plans Expansion at North Anna," reports that Dominion filed an early site permit to construct two or more new nuclear reactors on its site on September 25, 2003.

The Nuclear Regulatory Commission's licensing review confirms the September 25, 2003 by Dominion Nuclear North Anna, LLC' and adds

Subsequently, Dominion decided to change the cooling system for postulated Unit 3 and increase the power level for both postulated Units 3 and 4. Revision 6 of the application was submitted on April 13, 2006 to address the change to the cooling system and the increase in power level.

Meanwhile the twentieth anniversary of Chernobyl has returned attention to the disaster. The BBC has posted a haunting remembrance, Chernobyl: 20 Years On. The UK's Observer Magazine published an article of the same name by Adam Higginbotham on March 26, recounting eye witness accounts. The National Geographic posted "Photo Gallery: Chernobyl 20 Years After the Disaster. The International Atomic Energy Agency has posted a feature, "In Focus: Chernobyl." On April 26, Democracy Now aired "Chernobyl 20 Years Later: New Report Finds Death Toll From Nuclear Disaster Close to 100,000."

Clearly, the nuclear power industry has to come up with some strategy to convince the public of the need for new reactors. In an interview with Borgmeyer, David Lochbaum, director of the Nuclear Safety Project for the Union of Concerned Scientists, posits that the coalition is
a reflection of the fact that global warming and climate change is a top message of most environmental groups.This is an attempt to co-opt that message.

Take Action

The Union of Concerned Scientists has launched a campaign to write Congress in opposition of a

controversial new program...[to] “reprocess,” or separate, weapons-usable plutonium from the spent nuclear fuel generated by U.S. power reactors.
This proposal would make it easier for terrorists to acquire the material for making a nuclear bomb. It would require the construction and operation of an array of nuclear facilities that would handle enough plutonium annually to make thousands of nuclear weapons. It would also make disposing of nuclear waste more difficult, encourage other countries to reprocess, and cost a tremendous amount of money.
